¡îForeigners'  hydrological activities to obtain approval in China

In China, State Council issued a new regulation concerning the hydrological activities in China on April 25, 2007. This new regulation will come into force on June 1, 2007.

Accroding to this new rugulation, foreign organizations and individuals who engage in hydrological activities in China shall obtain approval from the central government and obey the China¡¯s relevant laws and regulations.

Hydrological activities, including hydrological surveying, monitoring and forecasting , are concerned with studying the properties, distribution and circulation of water.

The new regulation states that, organizations and individuals that flout the new law and conduct hydrological activities without authorization will be fined 50,000 to 100,000 yuan (6,500 to 13,000 US dollars).

International cooperation and communication in hydrological activities are intended to be encouraged in China. This new regulation will further ensure the quality of foreign investment in Chinese hydrological activities.

¡îNew rules about commercial franchises issued in China

In Feb, the first regulations for Administration of Commercial Franchises are released by the State Council, which took effect on May 1, 2007.

The regulations request recording management of such business events and information disclosure. In order to ensure implementation of the regulation, Administrative Measures for Recording Commercial Franchising and Administrative Measures for Information Disclosure of Commercial Franchises were issued by China and took effect on May 1.

Administrative Measures for Recording Commercial Franchising have made specific regulations for the recording work ranging from recording documents, procedure, pattern and supervision. With the aim to make the recording convenient, Ministry of Commerce has explored online recording system.

Administrative Measures for Information Disclosure of Commercial Franchises are made in accordance with the above-said regulation and adopts international regulations for reference. The Measures clearly regulate the subjects with information disclosure responsibility, the contents and method for the information disclosures, which guarantee the right of franchisees and enhance maneuverability of the regulations.

¡îChina-Spain sea route added

To meet customers¡¯  demand, Maersk, the world's biggest shipping company, will add a route between China and Spain.

Maersk Line will use seven ships, each with a capacity of 4,000 twenty-foot containers, on this new route, which will open on May 28, the Copenhagen-based company said yesterday in an email. Ships on the route, to be called AE11, will stop at the Chinese ports of Shanghai,Dalian, Hong Kong, Qingdao, Xiamen and Xingang, and the Spanish ports of Algeciras and Malaga, Bloomberg News reported.

¡îAADA to increase the freight and peak season surcharge

Shipping lines participating in the Asia Australia Discussion Agreement (AADA) have announced that the freight and peak season surcharge shall be optionally increased respectively from July 1 and from August 15.

From July 1, the freight will be adjusted to increase US $350 per TEU and US $700 per FEU. In addition, from September 15, the freight increased must be no less than US $350 per TEU, and US $700 per FEU.
While the peak season surcharge of between US $250 per TEU and US $350 per TEU shall be levied by the full loaded vessels of the members of AADA in accordance with the date published by AADA.
AADA members are: ANL China Shipping Container Line (HK), Cosco Container Line, Hamburg Sud, Hanjin Shipping, HMM, "K" Line, Maersk Line, MSC, MOL, NYK Line, OOCL, and Gold Star Line (HK) (ZIM line).

¡îSteel export to fall in the second half of this year

According to the statistics by Chinese Steel Industry Association, Chinese export steel was 14,128,000 tons and up by 33.26% year-on-year in Q1 this year. But the official from China Steel Association expressed it is impossible to continue forever and will fall in the second half of the year.

¡°The demand of international market was bloom and the price fluctuation of steel was great from this year. But the demand was down 26% based on prediction by international steel association. It shows Chinese steel export may be down.¡±, said executive vice chairman of China Steel Association Luo Bingsheng.

¡îCivil aircraft industry to be expanded in 2006-2010 period in China

According to China¡¯s 11th five year-plan for the development of the industry, China¡¯s civil aircraft industry is scheduled to expand through independent innovation and international cooperation.

The government plans to start development of its own aircraft with a takeoff weight of more than 100 tons or more than 150 seats and to make new progress in key techniques in design, manufacture and test.
The country will accelerate the development and manufacture of its first turbofan regional airliner, the ARJ-21, and produce a range of indigenous regional jets.

Regional jets and general aviation aircraft of different sizes will be put into mass production and the industry will endeavor to expand exports.

The plan also calls for a quicker pace in building the assembly lines for Airbus A320 in north China's Tianjin Binhai New Area.
